Next Week: Constituent Work Week

The House will not be in session next week; Members will be working in their districts during Constituent Work Week. The House will come back into session on Monday, October 3th.
Last Week:

TRAIN Act: On Friday, the House passed the Transparency in Regulatory Analysis of Impacts to the Nation (TRAIN) Act, H.R. 2401, by a vote of 249-169. This legislation would require an interagency committee to analyze the cumulative economic impacts of certain environmental regulations in an effort to better understand how these policies affect American manufacturing, global competitiveness, energy prices, and jobs. In addition, H.R. 2401 will delay implementation of EPA's controversial Utility MACT rule and new transport rule to ensure that the economic impacts of these two major rules in conjunction with other EPA rules are fully understood. NERA Economic Consulting projects the costs of these two rules taken together could amount to $17.8 billion annually with a total cost of $184 billion (present value) for the period 2011-2030. The rules are also estimated to result in 1.44 million lost jobs by 2020 and an increase in electricity prices by 12% nationally and as high as 24% in certain states by 2016. Continuing Resolution: On Friday, the House passed H.R. 2608, a continuing resolution (CR) to keep the government operating through November 18, 2011, by a vote 219-203. The CR would provide $1.043 trillion in appropriated funding for government operations. This is the same funding level required under budget caps contained in the Budget Control Act and represents a 1.4 percent cut from FY 2011. Compared to FY 2010 spending levels ($1.089 trillion), this CR represents a cut of $46 billion. The bill also includes a total of $3.65 billion in disaster relief funding.

YouCut Phase II
The new YouCut options are posted on the YouCut website. The options are: 1) to eliminate the Ready to Learn Television program, 2) to prohibit the National Institutes of Health from publishing cookbooks, and 3) to Terminate federal grants for studying “endangered” languages.
